Police Commissioner Monir orders shooting of Sayeed 

Rangpur Metropolitan Police Commissioner Moniruzzaman has ordered the police to shoot Abu Sayeed, a 25-year-old student at Begum Rokeya University, Rangpur. 

According to an investigation by The Mirror Asia, Monir, who secured his position as a known activist of the Awami League, has allegedly amassed billions through illicit activities.

On July 16, Sayeed, the youngest of nine siblings and a student in the university's English Department, was fatally shot by police while chanting slogans in the presence of law enforcement officials. 

Monir, a member of the 18th Bangladesh Civil Service (BCS) police cadre, instructed officers to open fire to control the situation.

He has been influential in the promotion and transfer of police officers, leveraging his position as an Awami League activist. He is also accused of orchestrating the disappearances of at least 70 leaders from the Bangladesh Nationalist Party (BNP) and other opposition groups between 2013 and 2016.

A former activist of the Dhaka University Chhatra League, Monir gained favor with former Inspector General of Police (IGP) Shahidul Haque, earning the moniker 'cashier' of the IGP’s corruption network. 

As a police officer with ties to the Bangladesh Chhatra League, he allegedly instructed local police to manipulate investigations into various murders.

For example, Monir's directives reportedly led to the illegal detention of family members of Habibun Nabi during the Japanese massacre, who were later released after the police apprehended the actual perpetrator. 

His influence extended to barring the promotion of approximately 300 police officers through his connections at police headquarters.
During Haque’s tenure, Monir was in charge of the 'Special Affairs and Confidential Wing' at the headquarters for four years. The Police Performance Award (PPM, BPM) was allegedly distributed under his direction.

These revelations paint a troubling picture of corruption and abuse of power within the Rangpur Metropolitan Police under Monir’s leadership.
