BCC is haven for Awami-linked entrepreneurs

A Tk 1.59 billion project launched eight years ago by the Bangladesh Computer Council (BCC) has sparked controversy, with critics accusing the BCC of functioning as a rehabilitation center for entrepreneurs linked to the deposed fascist Awami League regime.

Known as the 'Bangla Project', officially titled 'Enhancement of Bangla Language in ICT through Research and Development', the initiative aimed to develop 16 software applications to enhance the use of the Bengali language in technology.

The project was awarded to Dream 71 Bangladesh Limited, a company with ties to former Bangladesh Chhatra League President Badiuzzaman Sohag.

Dream 71 has already received Tk 51.4 million for project execution, raising questions about the evaluation committee’s impartiality. Critics allege the committee repeatedly favored Dream 71, granting contracts without adequate scrutiny of the company's qualifications.

Dream 71 Managing Director Rashad Kabir is reportedly associated with Sohag and former telecom minister Mustafa Jabbar, further fueling suspicions of favoritism.

In 2022, the project’s 'Machine Translator' component was initially awarded to Reeve Systems but was later rescinded following evidence of corruption. Despite the availability of other qualified firms, Dream 71 was eventually awarded the contract, leading to dissatisfaction among stakeholders and raising concerns over the project's transparency.

Both Project Director Mahbub Karim and Rashad Kabir have denied allegations of political affiliations. While Karim stated he has no ties to the Chhatra League, Kabir claimed his connection with Sohag was limited to knowing him as the former Chhatra League president. However, media outlets allegedly close to Kabir have continued to praise his efforts, reportedly in exchange for business favors.

Software specialist Anwar Saeed emphasized the need for a thorough project review, cautioning that language technology can be manipulated to propagate authoritarian ideologies. He urged stakeholders to rigorously examine potential political influences infiltrating the Bengali lexicon and to avoid funding entities associated with fascist elements.

As the Bangla Project progresses, addressing these allegations transparently will be essential for upholding its integrity and fostering the true development of the Bengali language in technology.
